The five-ring Olympic flag and the Japanese national flag are raised at Washington Heights in Tokyo Tuesday. The American dependent housing area was formerly turned over to the Tokyo Olympic Organizing Committee by the U.S. Armed Forces. The area will be used as the 1964 Olympics village to billet some 7,000 athletes for the 1964 Games, Oct. 10-24.
